This is a beautiful 3D die-cut card depicting many carps streamers (鯉のぼり: koi-nobori)) lined up on a river and swimming freely in the sky.
"Koinobori", or carp streamers are a symbol of strength, courage, and determination, particularly due to its ability to swim upstream, even against waterfalls.
Traditional "koinobori" decorations are very popular during Children's Day (May 5th) to symbolize the hope for children's healthy growth, strength and success, drawing on the legend of a carp swimming upstream and becoming a dragon.
Besides the colorful carp streamers, you can appreciate the Mount Fuji on the background, field mustard (canola flower) blossoms swaying in the breeze, and people on a bridge, making it a pleasure to look at in every detail.
